Networking question/cisco 831 router

I had a 10mbps/756k connection at work. I updated to a 15mbps/2mbps connection. Speedtest.net tells me I'm getting the 2mbps up but I am still getting 10mbps down. My ISP Time Warner tells me the problem isn't on there end and that it may be my router. The tech could tell I was using a Cisco router. Can a Cisco 831 router handle 15mbps down and if so anyone know of a setting that could be making it only see 10?

there is your problem. you can not have your Internet plugged into 10baseT that is 10mbps. you need to plug it into the other port wich is separate from the 4 port switch (or so says the manual anyway) so that should be the console port. on corporate devices console ports are meant for telnet only but maybe yours is able to do other things

this device has 4 10/100 switch ports, 1 10/100 Ethernet for your modem and 1 10baseT WAN port. the 10Mb port is the 5th port from the left or 2nd in from the right. ensure you have it hooked up properly, also the software has the option of running 10T or 10/100 in the config. double check that you are running full duplex at 100 and not 10.

from left to right I have four numbered ports that have a ETHERNET 10/100 BASET COMPUTERS (EO) LABEL in the center i have a port labeled CONSOLE and all the way to the right I have an ETHERNET 10BASET port. currently the ISP is plugged into the 10baset port and I have a patch cable connecting one of the ports on the left to a switch.
