Change fonts for logon screen, taskbar buttons, programs m..

Hello,
Is there any way to carry out the above task. Standard windows setup isn't
of much help here. Some registry edit perhaps?
I'm sorry for putting an additional question here, but it seems rather close
to the main: Can also Office Outlook 2003's tooltips' font be changed? I'm
using Chinese Windows with some russian filenames/contacts/events, and
default font (Simsun I guess) isn't looking good for Russian Cyrillic.
