Weird screen

I just built my computer last night, and I go to boot the thing up and I get a black screen with a solid cursor and a little 99 at the bottom on the screen. I have a 6870hd GPU. I checked the make sure I had enough power from the PSU. Can someone help? It doesn't even boot just goes to that screen.

No it simply freezes once i turn it in.

I only have my keyboard hooked up. Tried the ram slots and the HDD. Still freezes. this is depressing first time building a pc and I've been waiting a long time to build one too. So I have to RMA it?

I did a post test got 2 beeps.its the mobo. Thankfully I live next to a compusa who has my board in stock. Ty for ur help
