I want to know that if a monitor can use the graphics card if it is connected to the motherboard instead of the graphics card outputs, will this work and if it does will it reduce performance? Thanks.

It will be using the computers onboard graphics if plugged into that port.

It depends on what card you have, but usually its worse, otherwise there isnt much point in having a graphics card. What is the card?

its the 7970 and I'm getting a monitor with hdmi input next week so it'll be okay then but the current monitor only has d-sub. I guess i'll just wait, do you know if there would be any problem with having a dual monitor setup with one input from graphics and the other from onboard graphics (no gaming/eyefinity just a side monitor). Thanks for replying.

You can use a DVI to VGA (D SUB) adapter to run that from your graphics card now. Some manufacturers supply it with the card.

Yes that dual monitor set up is possible, but you should just run both from the card itself using the adapter if you have to.
