Hp pavilion p631y desktop wont turn on, the monitor & printer work fine.

I own a HP Pavilion p6310y desktop which won't turn. The associated printer and montor work fine.
I have recently returned to Australia from the USA (PC transferred by ship)
I have changed the power supply from US 115 to AUS 230.
The power button does NOT light up, like it should when tower is powered up.
Please help as the unit is just over 1 year old.

Std debugging is to pull parts until the system posts. The add back in parts untuil it fails. The find out why the last part killed it.

If you pull all parts and get down to just the power supply MB and CPU (everything else should be gone, no video, no memory, no disk, no cables to anything, etc.) then replace the PSU first and the MB second.
