Selected area of the display to tv

how to send selected area of monitor to tv.More over I want to change the selected area of the screen to rotate vertical or horrizontal.
Please help

Yes I am having intel graphics.
I developing an application for public information display, for that I need to send the selected application area to to TV screen.
