GPU Fans stop working and Screen goes black

My problem is my screen will go black and maybe recover as in the Drivers of the GPU will recover or it will say no single. When that happens the fans stop working as in spinning until I do a hard restart. I have done 2 RMA's for this card now. So can it still be it?

PSU: 750W TX Corsair
GPU Gigabyte 7850 OC edition
MOBO: 990fxa-ud3 AMD
CPU: 1090T Black Edition AMD
RAM: OCZ 4stick of 4gb I THINK
HDD: Seagate 7200 RPM

Additional Details
I do have the latest Drivers for my card. I've tried other PCIE Cables and I don't have another card I can use currently.
It Seems to be around 56 C it starts to mess up.
