CMOS Confirmation

I just need confirmation because this has been discussed before. I have a Gateway FX 6800-01e.
When I cold boot after a complete power down, the CMOS looses its memory, no time date or it does not remember which drive to boot off of. I replaced the CMOS battery, downloaded latest BIOS, reset CMOS defaults, when I look at VBAT in BIOS its 3.2v, when I do the same with SPECCY its 3.2 v. Yet when I power down even for 10 seconds the CMOS is confused and I have to reset defaults, time date, and boot sequence. I am guessing bad Mother Board, anything else.
