Up grading Laptop Grahics card

Probably not, but to be 100% sure, we would need to know the model of your laptop, 'ya think?  

Unfortunately, your options are very limited on mobile graphics platform. There may only be a few options that would fit in your specific model's slots. That also is a very old mobile card. Not to mention installing would be a very laborious task and requires you to be pretty computer savvy.

Your only option would be to buy a new laptop. Sorry my friend.

Can you make suggestions of which laptop to buy.
not too expensive ones that can play mobile graphics very well.
I do lots of Revit and AutoCad and also likes to play PES2012.

Well there are alot laptops out there my friend. It all depends on how much you want to spend and what specs you want/need.
