Advice on what's needed to enhance my audio situation.

My headset is too quiet, even all volumes on max. Do I need an amp or something? A sound card? Better headphones? I have 200$. What would you recommend? Here's my current setup:

How old is the motherboard? If it's 1 year old or less, I doubt it's a sound card issue. It is either driver or headset issue.

Is it all the time your volume is too low or is it in some games?

Using the headphones the audio is always low. My speakers play beautifully. Using a little 2.1 Logitech kit I got highly rated as "budget" from newegg.com.
