Budget gaming computer-desperately need help!

Hey everyone, before I even start describing this I want to say thank you to those who will actually sit through this whole post all for the sake of helping me. That being said, here we go.

*IMPORTANT*
- If you see one of these components (except the CPU) that you have a BETTER OPTION for, don't hesitate to let me know! Best bang for the buck=win!!

I am trying to build a budget gaming rig and this is what I had in mind. Prepare for links.

Pieces that WILL DEFINITELY be in the PC no matter what

I already have the CPU-http://www.newegg.com/Product/Product.aspx?Item=N82E16819103808 ***NOTE*- This is not my exact CPU. I use a Phenom ii x4 @ 2.8 ghz but I cannot find it online.

Here is where it changes. The PSU and GPU. I was ORIGINALLY going to use a 450w or 500w PSU and a gtx 460.
However, to save money I've found the possibility of using my PSU that is laying around (a DYNEX 400w... Don't know anything about it) and opting for a lower consumption HD 7770.
That eliminates the need to buy a psu, and saves me some cash.

Here are my questions.
1. Would the HD 7770 run off this sketchy-ish 400w DYNEX PSU? (As a note, this thing is old I've had it in an old computer for ~3 years of continuous use. Maybe that would just make it worse because it's worn out? )
2. What would you choose? Keep in mind I'm trying to save money, but if one is ludicrously better I'm willing to spend a few more bucks.
3. Do you see a component with which there is a better alternative? Like a better deal on a mobo or a better mobo for the same price etc.?

Thanks for the ideas!! I'm not sure I'll go with that mother board because it's another 30, I'm trying to keep the budget really low here. Why 2 sticks of ram? 4GB should be enough to game right? I've always heard that... That wireless looks a lot better, ill go with it. If I buy a new PSU, I will just go with a gtx 460 instead of a 7770 because gtx 460 can be found for cheaper than the 7770 surprisingly.

I thought about the 6870, but considering I can get a gtx 460 for about half that ($80-$90) I just couldn't bring myself to spend the extra money.
You still haven't answered me, why that motherboard?
 
ok then. if you can get it for that cheap, then good job

because my motherboard uses much higher quality components and that it would be easier to use overall. on your motherboard, it still uses the older style of caps which are very tall. mine would be using solid caps which are much better

Ah I see. How much of a difference does that make if I'm not overclocking or running a super high powered system? Or is it just a matter of quality for quality's sake?
