Need cheap GFX Card for TF2 on 250w PSU(?)

What is the cheapest price range for a video card that will max TF2 but can work with only a 250w psu?

Wow, $100? I thought it would be like $30-$70. Well I suppose I don't need everything maxed out. I just need a card to replace the integrated graphics, and give me a reasonably good gaming experience for TF2.

My current experience is : "everything set to low, and it's still choppy and laggy when the screen gets busy"
