Intex 450 PSU for graphic cards?

I have an Intex 450 Psu...is it sufficient for graphic cards like:
ZOTAC NVIDIA GeForce GTX650 1GB 1 GB GDDR5 Graphics Card;
Sapphire AMD/ATI HD 7750 1 GB GDDR5 Graphics Card..etc
If no..how do I know what psu i need...
and 1 more qts what does PCI Express 3.0 x 16 Bus Standard mean....?
What does that 3 and 16 stand for?

sounds like a bad generic ps. any budget for a new one. also whats the rest of ur cp specs.
