Desktop CPU Configuration Help Needed

I have an old desktop computer from which I got bored. I can only play small games. But I want to play new games like Max Payne 2 and Counter Strike Global Offensive.
My Old CPU Configuration is:
AMD Athlon 7750 Dual Core 2.4 GHz
2 GB RAM
Small nVidia Graphics cars i think about 128 mb.
160 gb hard disk

I saw a show "TechGuru" on CNBC Awaz. From that I got a gaming pc configuration. this is that:
AMD FX-4100 4-Core Processor [Rs. 6,700]
ASUS M5A88-M Motherboard [Rs. 5,557]
AMD/ATI XFX Radeon HD 6670 1GB DDR5 Graphics Card [Rs. 6,615]
4 GB DDR3 RAM [Rs. 1,500]
500 GB Hard Disk [ Rs. 2,000]

Is this a right choice for gaming? or I need other configuration. My budget is max. 22,000. Please help me.
