Defective Motherboard or Underpowered?

I've spent about 48 hours trying to figure out what in the diddly doo is wrong with my new build. This is my first time building one, and it isn't hard, after following the book by law. Though when I preformed an out of case test, everything turns on besides the monitor and I don't get a single beep. I've removed ram, two different slots, removed graphics, tried different vga cables. The monitor is conformed working, the power supply turns on, fans start going power pin is all of them are connected, I've come to the conculsion that my build is either underpowered or the motherboard is bad, I can't test it with different ram, but I was going to go to best buy today and pick up another one, just in case that was it

Do you have a system/case speaker attached? I'm only asking because you said it's your first build.

If so, I'd start with the power supply. If you have another one on hand try hooking it up. It doesn't need to be very powerful. Coolmax PSUs aren't really known for their reliability.

yes, the case speaker is attached, following the manual's way to attach.
I don't have another one around, this is my first desktop build, I've only owned laptops before this. The PSU comes on and the fans turn on, so would it still be the PSU?

It could be, it could also be a lot of different things though. While testing run everything outside the case, just be careful not to shock it. Make sure the RAM is all the way in, you have to press fairly hard. Run it through the onboard graphics for now, take the card out. reset the bios, there should be instructions on how to do this in the motherboard manual.

Does it beep at you with no RAM installed?

Even if the power supply isn't the problem I would honestly try to return it for something a little better. PSUs from Antec, Corsair, Enermax, Lepa, and Seasonic are all good.
