Temp issue

On idle temps:
36°C to 40°C
Under CPU stress test, running under full load at 3.3GHz:
68°C-70°C

Now...the problem is that, according to the Intel data sheet of TDP for this CPU, should reach Tcase Max 72.6°C drawing 95W, but my CPU marked a 70°C under full load by only drawing 54W, and intel posts that, with that power draw, should reach 60.8°C Tcase Max

Have you ever redone your thermal paste, and is the heatsink clean?
