No Video Output

Hello guys I have a friend that is done installing everything but when he turns it one. Nothing happens on the screen. He is using a adapter for his 660ti from DVI to VGA. And he tried HDMI and it also didn't work. Please leave suggestions and more questions below. Thanks for your time.

Note that its dvi-i to vga im trying and it wont work, but theres dvi-d too i just dont have a converter, should i try that?
