Safe CPU-GPU Temps ?????

My I7-3970X CPU idels at 30C
My GeForce GTX 690 idels at 32C

When playing Borderlands 2 at max settings

My CPU hits 55C on its hottest core
And my GPU hits a max of 50C

Are these safe Temps ??????

You're fine. It varies for each model, but I believe they're all good until about 70C.

Perfectly fine.. cpus i believe is is only really dangerous at 90+c some would say.. 80c is hot but not really damaging 70 is safe.

And GPUs can normally go up to around 90 and still be safe.. your absolutely fine
