Sometimes you can just press the number next to a menu item and it
takes you there without having to use the cursor to select it. So
menu,8,2,1 takes you to the java apps menu. But some parts of the
system don't have numbers, and sometimes they do but pressing the
relevant number doesn't work. Anyone know why, and if this is fixed on
firmware higher than v3.15?

If both, 1 and 11 are there, you have to use 01 and 11 to resolve
the ambiguity. So depending on the number of menu entries, some
require a leading zero. Just get into the habit of always using
a leading zero...

Disappointingly normal and aggravating problem.
Think they coded some shortcuts in, then got bored and launched the
phone hoping no-one would notice. ;-)
There's several shortcuts on 3310s that don't work correctly too.
