Changing chipset fan

Hello, I'm here a doubt, I was now changing a chipset fan, and of old A8N5X motherboard, and when I removed the original fan, I came across with something I do not know, the chip had this specialized and black plastic, and my question is, to install the new fan, presiso also by that black plastic between the chip and fan, or may run out ?? in advance thanks for the help (photo link, but not the original of my mobo) http://prntscr.com/rvmup

What I think you are meaning is that like black tape surrounding the chipset. The main thing is that you have thermal compound on the heat sink the tape is insulation.
