Will this Power supply do the job or should i pick another?

Im about to buy some hardware and i just dont know about the PSU, im looking to the crosair VS450 but im not sure if it will do the job, ive read in other forum that the VS series are kinda chinese made? I dont know lol

System will be this:
GIGABYTE H61M-DS2 INTEL H61 SK1155
Intel Pentium G860 3.0GHz 3MB BOX
TEAM ELITE 4096MB DDR3 1333MHZ CAS9
Asus GTX650 DCT
And an old sata 300Gb disk drive that i will upgrade latter

I got only 40 euros to spend so it must be one of this of this list (sry the website is portuguese):

Hi - with 40€ to spend from that list, the Corsair vs450 is the best choice.
Budget/opening price point PSU's regardless of brand are likely to
have chinese caps, etc.

To get japanese interior psu components you have to step up in
the brand's series/hiearchy and that's beyond 40€
