Startup Repair isn't working

I am using a Dell XPS15 with Windows 7 and after having it for almost a year, i get a startup repair issue that it can't solve. I cannot boot at all, not even in safe mode. Problem details are:

It is possible that the PC has a failed HDD. Try booting without the install disk. If it comes up no boot device found or non system disk error then it is possible you need to look into the HDD.
