The website where you downloaded the themes should have instructions on where to place the files. Usually there should be 3 files with each theme, a <name>.msstyles, <name>.theme and a shellstyle.dll.

The <name>.theme should be placed in the Windows\Resources\Themes folder.
The <name>.msstyle should be placed in a subfolder under Themes. The subfolder should have the same name as the theme. You may need to create this folder.
The shellstyle.dll should be placed in a subfolder called Shell which should be created under the folder you created with the theme name.

After this is done, the name of the theme should appear in the drop down menu in Control Panel/Display/Themes tab/Themes:.
