HIS's IceQ solution is very, very good.

If it's not available, get MSI or Sapphire.

The Sapphire OC has the best cooling, the quietest fans, and really good overclocking capabilities.

There are plenty of reviews and they all seem pretty positive about the HIS IceQ Turbo.

The PCS+ and the sapphire OC are probably the best ones.

the actual cooler is not directly on the pcb, this page explains it better
