ATI Readon HD 5770 Still not working right

On a previous post, I asked why my graphics card, when used with an HDMI cable, displays an image that does not take up the entire screen, but when I use the DVI to VGI adapter on my GPU and plug it into my monitors VGI port the image is fine. I was told to use the scaler on my monitor, but my monitor does not have that option. I tried to use my GPU's control center, the Catalyst Control Center, but that program won't open. So does anyone know how to fix my issue?

Catalyst Control Center won't open? Have you tried re-installing it and using the uninstall option during the installation?
