Graphics issues on a new pc

I built my first pc with parts from new egg about 3 weeks ago. Things are going well with it, but some games have glitchy visuals that I have been trying to fix all this time and I just can't figure it out.

here is what I got:

SAPPHIRE Radeon HD 6850 1GB 256-bit
AMD fx 4170
ASRock 970 EXTREME3 AM3+
G.SKILL Ripjaws 8GB (2 x 4GB) 240-Pin DDR3
CORSAIR Builder Series CX430 V2

Ive been monitoring my system, and everything is running cool and the frame rate is staying at +60fps, but the video kind of jumps and glitches. it is still playable, but not smooth at all.

The more perplexing thing is that it is on games that are not super demanding (stalker cop, blacklight retrobution, the whitcher 1)

any ideas? I am just wondering if there is a defect in my graphics card, or maybe it is just the bottleneck in my system. it just seems weird that it looks un-smooth even thought the framerates are >60ps.
