Slow reading speed

I have this problem with teac 540E cd-rom,
my DAE speed always top out at about 20X and data speed max at 23X and stay at that constant speed through out the 73min cd when testing with nero CDspeed.
I have set my cd-rom as master drive on the promary IDE controller
as my HD is on the different ATA-100 controller.

Some people said to enable DMA under windows. However, everytime when I reboot after enable DMA under windows, it appear that the option does not remain checked. Why is that?

Has anyone has this problem? Or Anyone know how to solve it?

Windows 98SE
TB 1100
256MB RAM
A7V(1.008) with 4inI 4.34

In BIOS
PIO mode 4
UDMA mode 2

Actually, everything may be fine- certain CD's can't be read too fast. I have a 52x, and it's very rare that I actually get something to spin at 52x.

U got a problem?! Then dial 1800-328-7448!

OK. I have do anyother test today.
I try connect the CD-ROM to my ATA-100 controller on the mother board as secondary master drive. (My IBM 45G HD is primary Master drive) When I run through the Nero CD speed again with the same testing cd I test before. The DAE and data reading speed will reach 40X for data and 31X for DAE.
This looks like it have solve my problem. But anyother problem is that the Nero cd Speed show that the CPU useage is at 100% for all the speed.
I dont think it's normal.
By the way, when I connect the CD-ROM to the ATA-100 control, under windows the DMA box for the CD-ROM no longer visible.

Could it be the problem with my VIA 4in1 driver?
or if I use a 80pin cable instad of 40pin cable will fix the problem?

I just tried my read test w/ Nero- and got 30x also. Nero is bs man, according to that, I would never ever be able to strea, data the way I do. I wouldn't really trust it.
