Bad PS?

I'm working on a computer for someone and one of the capacitors on the MB literally blew up. (All other componencts are still working) It's an FIC PAG-2130. I was able to purchase the exact same MB rather cheaply but before I install it I checked the PS to see if it is what caused the capacitor overload (either that or it overheated from the amount of caked on dust and two voltage regulators touching it). Anyhow, the PS is fine in all areas except for its 12V output. Most of the time I see right at or a little above expected voltage output on a PS. This one has 11.64V coming out of the 12V connectors. Should I replace this PS? Or is that within an acceptable operating range? It's a Sparkle FSP200-61GT.
