My GPU usage is only averaging 50-60% during fallout new vegas and a few other games. Is this a bottleneck?

general specs:

corsair CX430
AMD phenom II X6 @ 2.9ghz
zotac GTS 450
8GB of ram
caviar green 5200rp HDD

1080p 25 inch monitor

no its not...fallout new Vegas is not a demanding game

now if u were playing crysis 1 and your gpu never got over 50 60% then yes it would be a bottleneck

but if i turn up the settings in fallout it becomes glitchy and the GPU is still at 50-60%

Fallout 3 and Fallout New Vegas are horribly coded games. The only "bottleneck" for those games is between the engine designer's keyboard and chair.

If you want to squeeze a bit more performance out of them, put them on an SSD.
