Dark spots in Sony W1

Those look like dried water spots.

The scene is from Minnesota in the fall, it looks overcast (humid) and
the people are wearing coats, indicating it was cool outside. If you
went from cool to warm to cool conditions, it's possible the dots are
condensation droplets on the lense that dried into the spots.

Have you tried cleaning the outside of the lense with proper lense
cleaning supplies?

Another example is to look at some of the other pictures being taken by
other people. Some of the pictures may be bright and at the same time no
glare may show. I have shot some pictures like that myself. Some of these
pictures have been outside. Sometimes I choose areas of less light for
convenience. It depends on the situation. I will give out a link to my
gallery and you can all see for yourselves what I mean. Here it is:
