As a result of the provider lobby (my speculation), you cannot.
SyncML only works over GRPS, so that the providers make more money.
I would be *happy* to be shown wrong.

You can synchronize your phone with PC by cable connection only using
special phone management programs. We can suggest to have a look at Oxygen
Phone Manager II ( http://www.opm-2.com/ ). Our program enables to
synchronize your phonebook, gallery, calendar, To-Do list, notes, WAP
settings and bookmarks and GPRS access points with PC.
