Clock speeds won't change

Today I have bought a new graphics card: GTX 560

When in game cards speeds values are around 400 to 150. Which is very low and no matter what i have tried It wont work like it should.

I have tried latest drivers and the one before that. Assuming it was a driver problem. Well it might still be one, I don't know.

Any possible solutions to this?

Not even that high. Around 50 to 150 atm. What should i do make this card work?
