Open Folder Options in your Control Panel and
under the General tab, place a dot next to
"Underline icon titles only when I point at them"
and click Apply.

I did this, but Windows refuses to change. When I click "Underline titles only when I point at them" and apply, the setting appears to be saved in the form itself, but the underlines are still there. And if I click OK, then open the Folder Options again, it's reverted back to the original "Underline titles consistent with my browser". It looks terrible with the underline, but I found that the amount of clicking required by the double-click over the course of a day is enough to trigger wrist problems. Help!
