Question concerning a future build

I'm gonna be picking out parts for a buddy in the near future for a build. His budget is rather tight, at about $600 CAD before taxes, and he wants relatively high performance. My buddy has a Sandy Bridge i3 processor that he can potentially recycle into his new build and save some money. So my question is: Will the CPU bottleneck the higher end current/last gen graphics cards? It's sort of a silly question but I just wanna make sure before I actually make this recommendation to my friend. Thanks in advance for your responses!

    He shouldn't put anything more powerful than a gtx 570 into that system with an i3 cpu.
