I need help buying case fans

So, a lot of the statistics I see don't seem to correlate with the true performance of the fan. For example there's this 120mm case fan by Silenx for $11, and it says 15 dBA and 74.4 CFM, which seems relatively great. However, some of the reviews were like "moves no air, LOUD!", and other reviews were along the lines of "moves a TON of air, CAN'T hear them!". I just don't really understand. I need a quiet 120mm fan that pushes a lot of air. Less than $20 each.

the gentle typhoon 1850rpm do the trick. they are medium in terms of noise but move a very good amount of air.

the cougar vortex 1500rpm fans are also aparrantly very good

another one is the corsair af120 quiet editions. come in a dual pack at 30 bucks

im kind of in your situation as of now.
