PCI to PCI-e adapter & USB 3.0

I have a 2 yr old Dell Optiplex 980 SFF with only one standard PCI slot available. I want to install a USB 3.0 pci-e adapter card. Would it be possible to get a PCI to PCI-e adapter (from startech PCI1PEX1) then install the USB 3.0 card into this? Would I even get close to 3.0 speeds using this adapter or is it all a waste of time because of PCI slot limits?
