(Radeon X300) Is there something wrong with my video card?

I have a Radeon X300. I plugged into my computer (a Vostro 200..if that helps) and plugged it into the slot. got the adapter for dvi to vga. Set my bios to Use the video card.
Now, whenever I turn on my computer, it turns on and the fans go super fast and makes a sound. The computer does that twice. and then it goes to integral video card.
Is my video card defected? Is there any ways to make it use the video card?
PS. I used to be able to use the video card.
