New Pc isnt posting, asking for proper boot device

So I just finished building my pc and its not posting, instead it is asking me to insert a proper boot device or insert boot media in selected boot device and press any key.

I am getting HD activity LEDs when I hit reset.

ASrock z77 extreme 4
i5 3570k
no gpu

What does it mean and what do i do?

Are any disk drives connected? Are you able to get into the BIOS? If it's giving you that message, I think it's already cleared the BIOS and is trying to boot but not finding any drive capable of doing so.
