I am at wits end.
I built a brand new computer where the only part I carried over was the CPU, PSU and the fan for the CPU.
This computer has no network connection at times, driver is installed, windows reads the NIC as installed but the lights on the network plug do not light up. If i plug a laptop into the same cord it works just fine, though debatably the connection seems somewhat "slower" than usual. Hardware is listed below and from what I can find all parts are on the approved CPU and memory list for the mother board. I initially thought the NIC was bad so I RMA'd the board to newegg and received an advanced replacement. The same problem still arose.

My first question is, is there a reason the PSU or CPU would cause this problem but no other problems in the machine.
The second is, assuming the answer to question 1 is no, what else could the problem be.
