Bottlenecking?

So, I recently read that if your GPU usage is low it could be a sign of a bottleneck. I became curious and decided to look at my GPU usage and to my suprise I see that it rarely goes above 35% but also another strange thing I noticed, is when my fps is low my GPU usage is low too (like 15%), is it supposed to do that?


Specs:
AMD Radeon 7870 2gb
4Gigs Ram
i5 2400 @ stock clock(3.1ghz)

Any ideas, or should it be like this?

its most likely the game you are playing. if its not very demanding, GPU usage doesnt go very high. for example, im playing a source based game (in the range of CS) and my 670 wont go anything beyond 30% usage
