Should my computer be able to run this game?

So... i really wanna play gta iv on my pc.. And canyourunit.com says i can run it, but then when i install it and start it, it starts lagging very much... I dont know what to do, this is my results at can you run it: http://gyazo.com/aee06770c9c58678caf3629cd5733225

My Computer Specs: (sucks hell, getting new one in few months)
CPU: AMD Athlon X2 64 2.4GHz
Cpu Speed: 3.2 GHz
RAM: 3.3 GB
System: Microsoft Windows 7 Ultimate Edition (build 7600), 32-bit
Video Card: GeForce GTX 280

Try turning down some of the graphical settings if you haven't already.

If you could, I would upgrade to the nVidia 500 series of graphics cards.
If you don't want to and would just like to use what you have, put all settings to low, and lower your resolution.

Resolution makes a big impact on frame rates.
