I saw the GTX 660 Ti can outperform GXT 580, but it doesn't matter to me because "Miracle of Kepler". Now I have one question, is GTX 650 Ti can outperform GTX 560 Ti?
 
i haven't heard much about much about GTX650 other than some talk such a card might exist. but there are rumor about GT650 that will be based on GK107 (the same chip used in GT640). some leaked bench suggesting the card will be on par with GTX550 Ti but it does not require additional power from 6-pin pci-e like GTX550 Ti did

You must be thinking of the GTX-660Ti. The lowest level NVIDIA GTX in the 6XX series is the GTX-660Ti which just came out.

There is no such thing as a desktop GT-650. There's a GT-640 and a GT-650M, but no GT-650.

Anyway, if you're asking if the GTX-660Ti can outperform the GTX-560Ti, then yes, it can. The GTX-660Ti has even outperformed many of AMD's top-of-the-line cards. At $300 (not including tax and shipping) the GTX-660Ti is probably the best "bang for your buck" at the moment.

GT 650 based on GK107? I think it was OEM only card (my prediction) because GK107 was entry-level chip.

Someone said GTX 650 Ti are GK106 based and cost-reduced GTX 660 (non-Ti variant) also using GK106 chip, look at this: http://videocardz.com/34079/geforce-gtx-650-ti-specification-leaked-full-kepler-lineup-detailed

If they suggesting GTX 650 Ti doesn't require external power connector, it will consume less power and save your money because you pay fewer bill (my prediction).

But some media said, GTX 650 Ti are 3% faster than GTX 550 Ti

be it GT or GTX650 that '3% faster than GTX550 Ti' was referring to 650 card based on GK107 chip. replace the DDR3 RAM in GT640 with GDDR5 and then bump the clock up to 1Ghz and the card become 44% faster than GT640. we will have to wait until more leak comes out to get better info on it or simply wait until the card officially goes live. to this day the info regarding GK106 are almost non-existent. personally i want more info about GK110
