Depends on what you want to do with your pc. Gaming on 1920x1080 on high/ultra settings? If the answer is a yes then I recommend you to build a new pc.
Also, my budget will be $200, I want to record Minecraft (with the Sonic's Unbelievable Shader's Mod) at 720p, play Skyrim at high graphics smoothly, Tribes Ascend, Sniper Elite V2, Counter Strike Global Offence, and Sniper Ghost Warrior 2.
Anyway, with that computer, I would recommend both a power supply upgrade and a new video card. You can get a Radeon HD6850 and a new power supply for just about that price.
The 6870 is faster than the 6850, but if you want to shell out for the 6870 make sure to get a new power supply.

Whichever has the better deal really, they are all decent. I dont think 1 company has a significantly lower RMA rate over the other.
OK, now I'm looking at the GeForce GTX 560, and does the 2.1 PCI Express have backwards compatibility to PCI Express 2.0? Also how would the GeForce GTX 560 go up against the Radeon HD 6870?
