Problems with asus rampage 2 boards

Hello,
im having a little problem with my board.. there is power on the board but the fans dont work and the cpu wont start.

Try resetting CMOS, see where that gets you

could be a dead leg on the power supply or a part has failed and the power supply/mb see a dead short in the system and for safety wont power on.
