What is a good afforable video card?

THat CPU will severely bottleneck any modern day card. Better to save up some money and get at least a Pentium G850 sandy bridge combo:

This is probably the best performance for the price and then you can get a Corsair CX430 V2. Because the PSU in the combo is garbage.

We are looking at around 500 dollars for the whole thing and it will play almost anything in high settings at around 1280x1024 - 1680x1050 resolution.

Well, I have a really really low budget computer.. It's a vostro 200 with 4gb of ram (that's max :( ) hard drive is 180gb 7200rpm and Pentium E2160 at 1.8ghz. and 300 wattage. thanks!
 
Open your case and check the amps on the PSU.

You may be able to get an HD6670 if you have enough power output. ALthough you would be cutting it close.

To be honest you will not see much gaming improvement if you do not get a better system in general.

Are you sure your motherboard uses PCI-e as a graphics port. It may still be AGP and then you have no option but to get a better PC.
