Hello, There is a govt surplus Dell Precision 390 Desktop for sale that says "no graphics card". Is that needed for normal, everyday use? Novice

You need some sort of graphics capability to attach a monitor. Virtually every pc needs some sort of display.
The ad could mean either of two things:

1) The pc used to have a discrete graphics card, but now does not. If this is the case, you will need to add your own.

2) It could also mean that the pc has integrated graphics capability, but no discrete graphics card.
If you are not a gamer, that would be OK

Really, you need a more detailed listing of what you would be buying.
