Hello, There is a govt surplus Dell Precision 390 Desktop for sale that says "no graphics card". Is that necessary for routine, everyday home use? Thanks, Novice

This is not true. I assume that if it does not come with a graphics card there is integrated graphics prebuilt into the CPU and a DVI or HDMI in the motherboard. If it has an intel CPU I would recommend getting a graphics card anyway. If it is amd you probably won't need one. AMD has much better integrated.
If you want a graphics card and you just want it for browsing and things like word you probably won't need anything more than this

Integrated graphics with intel might be a little slow even for browsing depending on the CPU.
