NEED HELP! My PC is shuting down after I start it!

Hello guys I have intel i5 3470 @ 3.8Ghz water cooled and I tried to overclock it to 4Ghz....I dont remember what I did and I changed the voltage too.My problem is that when I press the case button to start my pc shuts down after few seconds and then back on and shuts down. Any1 knows how to fix this? or how to reset my pc? Please respond fast because I need my PC for work the soonest I can !!

is there a way to reset my motherboard bios because if the changes I made without turning on my pc?
