All 6 cores LOCKED at 800MHz?

Good evening,

I have a AMD Phenom II 1045t Six core processor. The lowest clocked one thats sold is 2.7GHz. All 6 cores in mine are locked at 800MHz. I turned off PowerNow (aka cool'n'quiet). I also ran a prime95 test while looking at CPU-z and not one of my cores went over 800.05MHz. This is causing sever bottlenecking on GTA IV and Fallout:New Vegas. I have a HD 6850 and only get 20fps on gta iv.

Any ideas on what this could be?
