Computer won't turn on

I built my computer two years ago and it has been working well. however, I shipped it and now it won't turn on. I noticed that the heatsink was loose after shipping, so i reattached it , but it still won't work. The computer turns on for a second, the lights and fans turn on and then it immediately turns off and tries again. If anyone could help me in any way it would be greatly appreciated.
 
Solution
Remove CPU, clean and reinstall, apply thermal compound, clean and reinstall heatsink and fan, make sure heatsink fan is connected to the CPU fan header, try and start system. Aso check memory to make sure the locks are latched.
